Collective tariffs
A Group Transport Agreement (GTO) introduced by the Netherlands Authority for Consumers and Markets (ACM) is a contractual framework that allows large-scale grid users and businesses within energy hubs (Energy Communities) to jointly coordinate their electricity supply and demand locally. GTO agreements have been available in its first version since January 2024.
In it’s core it is the same that was introduced in Denmark as Local Collecive Tariff in 2026.
Key Details of ACM Group Transport Agreements
Purpose: Designed to combat electricity grid congestion by optimizing local energy consumption and generation.
How It Works: Participating businesses coordinate usage (such as combining solar/wind generation, batteries, and flexible consumption) so the collective group requires less peak transport capacity than individual connections would need separately.
Grid Efficiency: If one company in the group reduces consumption or feeds stored energy back, immediate capacity becomes accessible for other participants in the local hub.
Application Process: Eligible large-scale users and energy hub initiatives can file requests for a GTO directly with their regional or national system operators.
