ENOVA grant for FlexLEC in Normarka, Årdal and Sauda

Flexpartner.Energy, in cooperation with New Kaupang, received ENOVA funding for the preliminary Flexible Local Energy Community (FlexLEC) project in three industry areas - Normarka, Årdal and Sauda!
The preliminary project started mid-Marts 2025 and will include several different analytical and theoretical aspects of the FlexLEC project.
The Project
The preliminary project focuses on assessing the flexibility potential of three industrial areas supported by New Kaupang.
Normarka, located in Strand municipality, is a home to various industries, including mineral extraction and processing, electronics production, asphalt works, as well as various mechanical industries, making it a perfect candidate for the preliminary project.
Årdal industry area, situated in Hjelmeland municipality, features mainly industrial production, mineral processing and shipping, as well as industrial quay, which currently is under construction. Recently, it has also seen developments in the circular economy combining aquaculture with agriculture .
Sauda municipality in north Rogaland hosts a variety of industrial activities. Power generation, metallurgy and material production are the main areas of industrial activity in Sauda, however the municipality demonstrates a strong commitment to innovation and development through cooperation with different stakeholders, such as New Kaupang or Innovasjon Norge to foster further growth of the area.
ENOVA Funding
The preliminary project has a great potential of success, as evidenced by the funding received from ENOVA. ENOVA, a Norwegian government enterprise, aims at contributing towards Norway’s climate commitments and energy transition through issuing financial support, as well as knowledge and guidance, to promising entities involved in this process.
Receiving such a grant is a confirmation of FlexLEC’s potential and legitimacy, which is a great motivation for all parties involved in the project.
Currently, the notion of establishing Flexible Local Energy Communities in Normarka, Årdal and Sauda has a status of ‘preliminary project. In this phase, Flexpartner.Energy focuses on the theoretical aspects of possible implementation of FlexLEC in the industry parks. The DSO Lnett is also an important party and is involved in the flexibility discussions.

New Kaupang
New Kaupang is an important partner in the industrial transformation of the region. The non-profit organisation is owned by Rogaland county and Ryfylke IKS, and works with 10 municipalities to help establish power-intensive industry in the area.
The main objective of the company is to realise and develop the commercial aspect of sustainable and green industry. Through the management and development of 12 industrial areas in south-west Norway, the organisation strives to maximise the value created from our common natural resources, simultaneously contributing to green industrial development.
Lnett
Lnett is the local distribution system operator for all industry areas participating in the project. The company supplies power to over 160 thousand recipients in south Rogaland.
Lnett recognises the need to expand the electricity grid coming from the rapid regional development, and has been taking steps to combat the problem of grid inefficiencies through numerous ongoing projects. Moreover, the company expressed interest in exploring the FlexLEC idea as a complimentary means to tackling the issue.
For the duration of the project, Lnett will closely follow its progress, and provide assistance in necessary activities.
Flexpartner.Energy
Flexpartner.Energy is a company providing grid flexibility solutions, and is the originator of the Flexible Local Energy Communities project, an innovative approach to grid flexibility in industry areas and business parks (more information here).
In the preliminary phase of the FlexLEC project, the company is responsible for research and analytics, theoretical background for its operation, as well as technical support.
